HAARP: Conspiracy Theory or Cutting-Edge Technology?

Here is what I promised to write in one of the earlier blogs on weather modifications.

HAARP: High Frequency Active Auroral Research Program is an ionosphere (ionized part of the upper atmosphere of earth from about 30- 600 miles above the sea level: a region that includes thermosphere, parts of the mesosphere and exosphere (Please see figure below).

The facility is to be used for US Department of Defense (DoD) especially for the Air Force and Navy.

HAARP is a thinly masked project capable to agitate “ionosphere” with extremely powerful beams of energy to see what military uses it can serve. These energy beams will be used to

control ionospheric processes in such a way as to greatly enhance the performance of Command, Control, and Communications  (C3) systems which can provide seamless base level and worldwide communication networks for voice, data, and imagery traffic of sufficient quality, reliability, and flexibility to ensure responsive support to U.S. forces. In this sense. it sounds like a weapon.

The HAARP is capable to have a HF (High Frequency) heater with an Effective Radiated Power (ERP) well above 1 gigawatt (1,000,000,000 watts) on the order of 95-100 dBW: a unit for the measurement of the strength of a signal expressed in decibels relative to one watt which means the most powerful facility (faci!ity: a quality dedicated to entirely flexible and responsive production and the most efficient distribution system for its products).

The ionosphere is ionized by solar radiation and play important role in atmospheric electricity and forms the inner edge of the magnetosphere. It has practical importance because, among other functions, it influences radio propagation to distant places on earth.

HAARP is, therefore, a research program jointly funded by the US Airforce, Navy, University of Alaska and Defense Advanced Research Projects Agency (DARPA). The purpose of  the research program is to analyze the ionosphere and investigate the potential for developing ionospheric enhancement technology for radio communications and surveillance purposes such as missile detection. The HAARP program operates on a major Arctic facility, known as the HAARP Research Station on an Air Force owned site near Gakona, Alaska.

The most prominent instrument at the HAARP Station is the Ionospheric Research Instrument (IRI): a high-power radio frequency transmitter facility that operate in high frequency (HF band) and is used to temporarily excite a limited area of the ionosphere. Other instruments, includes  VHF and UHF radars, a fluxgate magnetometer, a Digi sonde (an ionospheric radar that uses high-frequency radio waves for the remote sensing of the ionosphere), and an induction magnetometer, which are used to study the physical processes that occur in the excited region.

Work on the HAARP station began in 1993.  The current working IRI was completed in 2007. As of 2008, HAARP had incurred around $250 million in tax-funded construction and operating costs. HAARP has also been blamed by conspiracy theorists for a range of natural disasters.

HAARP project since its inceptions,  is being  funded by the Naval Research Office and jointly managed by Office of Naval Research (ONR: which is an organization within the US Navy responsible for the science and technology programs of the U.S. Navy and Marine Corps) and Air Force Research Laboratory with the principal involvement of the University of Alaska. Many other universities and educational institutions comprising Stanford University, Penn State University, Boston College, UCLA, Clemson University, Dartmouth college, Cornell University, Johns Hopkins University, University of Maryland, and University of Tulsa have also been involved in the development of the project and its instruments. The project’s specifications were developed by the universities, which are continuing to play a major role in the design of future research efforts.

Some of the objectives of HAARP are:

Identification and investigation of those ionospheric processes and phenomena that can be exploited for DoD (US Department of Defense) purposes that are placed below:

Geophysical probing to identify and characterize natural ionospheric processes  to develop technique(s) that can mitigate or control them,

Generation of ionospheric lenses to focus large amounts of HF energy for providing means for triggering ionospheric processes that potentially could be exploited for DoD purposes,

Electron acceleration for the generation of IR (infrared) and other optical emissions that could be used to control radio wave propagation properties,

Generation of geomagnetic-field and association ionization to control the reflection and scattering properties of radio waves,

Oblique heating to produce effects on radio wave propagation at great distances from the heater, thus broadening the potential military applications of ionospheric enhancement technology and

Generation of ionization layers below 90 km to provide radio wave reflectors (“mirrors”) which can be exploited for long range, over-the-horizon, HF/VHF/UHF surveillance purposes.

HAAEP: as cutting-edge technology.

The HAARP project aims to direct a 3.6 MW signal, in 2.8–10 MHz region of HF band, into the ionosphere. The signal may be pulsed or continuous. Then, effects of the transmission and any recovery period can be examined using associated instrumentation, including VHF and UHF radars, HF receivers, and optical cameras which will advance the study of natural processes that occur in the ionosphere under natural but much stronger influence of solar interaction and the way the natural ionosphere affects radio signals. This will enable scientists to develop techniques to mitigate and/or alleviate these effects which can improve the reliability and/or performance of communication and navigation systems having wide range of applications comprising increased accuracy of GPS navigation, and advancements in underwater and underground research and applications in civilian and military sectors.

This may also lead to improved methods for submarine communication and the ability to remotely sense the mineral content of the terrestrial subsurface and other things and mapping complexes built beneath the surface of ground in certain countries whether used as  passages for movement of unwanted people, their safety bunkers, undesirable installations or go downs for hiding prohibited arms and ammunitions.

All activities of  HAARP  project are publicly available. Scientists without security clearances, are routinely allowed on site. Open houses are regularly hosted for civilians who may regularly tour the entire HAARP facility, scientific results are routinely published in major research journals by the scientists working in the research laboratory of US Department of Defense. HAARP management holds a summer-school for visiting students, giving them an opportunity to do research with one of the world’s leading research instruments.

HAARP is presented to public as a scientific and academic research program, but military documents gives the impression as if HAARP’s is here to exploit ionosphere for DoD.

In my view every Sovern country has a lawful right to make strategies (most potent, flawless and unmatched) for her defense against the enemies who should also be prepared for counter strategies. Ionospheric modification, weather alteration and disrupting enemy’s communications and radar: all are defense strategies however, in case of collateral damage the penalties can be paid as per law of the country. A country unable to defend herself should be well prepared to face the consequences of her weakness without blaming any other country and/or technology.

US however, is answerable to the critiques from within like China often faces (Courtesy Xi Jinping policies who has read the mind of his people who elected him for third time consecutively: Congratulations, His excellency) despite the fact she is a close society contrary to a true to type democracy in USA.

HAARP as conspiracy theorist.

Dr. Rosalie Bertell: American environmental activist, best known for her work in the field of ionizing radiation, is of the opinion that  HAARP is an integrated weapons system having potentially devastating environmental consequences related to understand and control the upper atmosphere.

Michel Chossudovsky: Canadian economist, stated in a book that HAARP is fully operational and has the capability of triggering floods, hurricanes, drought, and earthquakes. Over time, HAARP has been blamed for generating such catastrophes as well as thunderstorms in Iran, Pakistan, Haiti, Turkey, Greece, and the Philippines and evens major power outages, the downing of TWA flight 800, Gulf war syndrome, and chronic fatigue syndrome (CSF). 

Nick Begich Jr: son of the late US Representative Nick Begich claimed in book “Angels Don’t Play this HAARP” that HAARP facility could trigger earthquakes and turn the upper atmosphere into a giant lens so that “the sky would literally appear to burn.” He maintains a website that claims HAARP is a mind control device.

A Russian Military journal wrote that ionospheric testing would “trigger a cascade of electrons that could overturn Earth’s magnetic poles.”

The Alaska state legislature and European Parliament held hearings about HAARP, the latter citing environmental concerns, 

Jesse Ventura: former Governor of Minnesota, questioned whether the government is using the site to manipulate the weather or to bombard people with mind-controlling radio waves (HAWANA syndrome?). An Air Force spokeswoman said Ventura made an official request to visit the research station but was rejected. He and his crew showed up at HAARP anyway and were denied access.

Bernard Eastlund: a  Physicist claimed that HAARP includes technology based on its own patents that has the capability to modify weather and neutralize satellites. It has been proposed as a cause of low frequency background said to be heard in various locales.
